Frank Leahy was born in 1881 in Ballyragget, County Kerry, Ireland. After emigrating with his family to the United States in 1887, he grew up on a farm near Lakeland, Michigan. He then became head librarian at the University of Iowa (1914–16), where he earned his Master's degree in 1916. Frank was appointed librarian of the Carnegie Library of Pittsburgh (1916–34) and later became director of its branch libraries (1921–32). During World War I he helped organize the American Library Association's War Services Department and was director of the American Library Association's War Service Committee (1917–18). After completing his Ph.D. at Illinois Institute of Technology (1920), Frank taught at the University of Iowa School of Library Science from 1924 to 1938.

In 1937 he became director of the University's library school, a post he held until 1952. He retired from this position in 1952 but remained active as consultant and lecturer until his death in 1974. Dr. Leahy was a member of several professional organizations: American Library Association, American Society for Information Science, American Society for Information Science Education, Association for Library Service to Children, International Federation for Documentation, National Conference on Cataloging and Classification, Society for Technical Communication, and United States National Committee on Libraries and Information Science. He received a number of honorary degrees from universities throughout the United States and also from England's Open University and from New Zealand's Victoria University.
